2007 RI Council on Legislation

 April 22-28, 2007 in Chicago

The triennial Council on Legislation is an important part of Rotary’s governance process. While the Board of Directors sets policies for Rotary International, the Council on Legislation is where Rotary clubs have their say in the governance of the association.

Every three years each district sends a representative to the Council, which reviews legislation, much as a parliament would. Every club and district is entitled to submit legislation to the Council, and some of the most important work of Rotary is a result of Council action. The next council will be convened in June 2007

Any club wishing to propose legislation to the Council on Legislation must first approve it at a club meeting. Clubs may wish to consult with the district’s representative to the Council on Legislation or another Rotarian with Council experience to ensure that their enactment or resolution is properly drafted.

Once the club approves the legislation, it should be forwarded to the district governor for consideration at the district level. All club legislation must be endorsed at the district level at the district conference in order to go forward to the Council. Club-proposed legislation must be submitted to District Governor Glen Vanderford no later than April 1, 2006.  For forms and instructions, see the RI website here.

POLIO SUCCESS REPORT:
Now, Four Nations & Counting (Down)!

I could just not bring myself to wait to include this information in my monthly newsletter that will come out in two or three weeks.  The number of polio endemic countries has now been officially REDUCED TO 4.  Egypt is polio free and Niger only has imported cases of polio reported.  While four countries are certainly too many, we are definitely making progress and we must not give up now.  You may read the complete press release at: http://www.polioeradication.org/content/pressreleases/20060201press.asp.

Since 1996, The Hendersonville Morning Rotary Club has embraced international service through an annual dental and medical mission to Guatemala. Inspired by club member Pediatric Dentist Dr. Bill Taylor who had participated in similar missions, former Rotary President Hugh Atkinson set the goal to develop a program for the local club. Teams composed of Dentists, Pediatricians, Nurses, other professionals and lay assistants partnered with the Guatemala City Las Americas Rotarians and have since aided thousands of Guatemalans (primarily children) in desperate need of medical and dental diagnosis and treatment.

In 2005, the mission was expanded to include orthopedic surgery.  Tennessee Orthopedic Alliance partner Dr. Wills Oglesby led the surgical team and personally performed over 50 examinations and 15 surgeries resulting in several patients being able to walk again for the first time in years.

For the last two years mission efforts have been focused on the Remar Orphanage. This orphanage rescues children born to the slums and/or who exist without family, home, love or education. Over the years, deep friendships have developed with Las Americas Rotarians, the orphanage staff and former patients who consistently show their gratitude and appreciation by joining in the hard work and diligence necessary to provide this much needed care. The ever-present long line of children anxiously awaiting the extraction of a painful, non-restorable tooth rendered with a hug, a toy and a hygiene kit is the proof the program has been successful.

Each year, 8-12 local club members travel at their own expense to various locations in this Central American country. Since the program began, 4,400 disadvantaged children (and some adults) who otherwise would not have had access to professional healthcare have received over $600,000 in dental and medical services in settings as remote as a jungle hut or a newly established hospital. None of it would have been possible without the collaborative effort of many volunteers here in the States. Mission members say the resulting fresh smiles on the faces of the children make all the time, effort and dollars worth it.

We are expanding our partnership this year with the Las Americas Club on two new projects. Climesa Hospital treats lower class and poverty-stricken citizens of Guatemala City. Safe Passage provides medical services and support for those living in and around the city's trash dump. These unfortunate homeless children rifle through the discards of the more fortunate for something to eat or wear. Climesa Hospital, Safe Passage and Remar Orphanage each have tremendous needs that your benevolence can help. Even the smallest donation from the enclosed list could change an individual's life forever.

Please consider supporting us with a monetary donation that would be used specifically to purchase ... needs and fulfill the dream of giving Guatemala a better tomorrow.  Be assured that anything you give will help transform, rebuild and give hope to a country that has much need.

If you would like to help, please contact  the Hendersonville Morning Rotary Club via Brenda Payne: president@hendersonvillerotary.orgHendersonville Rotary Foundation is a 501(c)(3) charity and a portion of your donations may be tax deductible. Check with your tax preparer or other qualified expert.

New!  ROTARY FRIENDSHIP EXCHANGE

TO AUSTRALIA

Summary of a message from Edward Vaughan

Chair, D6760 Rotary Friendship Exchange

Are you looking for a challenging, exciting Rotary experience?  No, I am not thinking about a service project.  What I have in mind is a Rotary Friendship Exchange!  You and a spouse, friend or even just by yourself can join a group of fellow Rotarians from D6760 and spend 2-3 weeks in Australia visiting and sight-seeing with Rotarians.  The only requirement is time and willingness to host a Rotarian in your home, in return, for 5-7 days.

As background, D6760 will partner with D9470, Western Australia, for a Rotary Friendship Exchange in 2006/2007.  We will be receiving their team for 2 weeks in July-August.  Our team will travel "down under" sometime during October 2006.  Application forms and more information to follow in future updates.

Note that group size is limited.  We will receive applications of interest on a first-come-first-served basis when available.  Contact Ed Vaughan at edwardvaughan04@yahoo.com.

The AUSSIES Are Coming!

In advance of the Austrialian GSE team's arrival to our district, we'll profile members of that GSE team. Read a bit about the Team and be better hosts while they visit with us in the Volunteer State

Ross William Sweeney

GSE Team Leader

District 9470 Western Australia

Biographical Information

Full name:           Ross William Sweeney

Gender:               Male

Date of Birth:       22 May 1948 at Subiaco, WA

Email:                 sweeney@iinet.net.au

Vocation:            Secondary School Principal

Marital Status:     Married to Jill, with children Jessica (23 yrs),

                          Matthew (21 yrs)

Personal Background

My forebears were some of the first settlers to the Swan River (latterly named Perth) from North West England in 1830. I was born and educated in Perth, completing a degree in mathematics and a masters in educational administration. I chose teaching ahead of engineering and have no regrets after enjoying 35 years of service, initially as a teacher of mathematics and latterly as a school administrator. My current position is principal of Como SC, a coed senior high school of 900 students aged from 13 to 17 years.

My wife is an associate professor in marketing at the University of Western Australia. My daughter is a practicing mathematician with the Defence Department and my son is mid way through an Information Technology degree. To complete the picture, toss in Snowy and Max (our poodles).

We are an outdoors sporting family with Jill being a tennis tragic, Jess loving camping, sailing and swimming, Matt loves cricket and soccer and me apart from sailing during the season, a couch potato watching Aussie Rules on TV.

Rotary

My Rotary life started when I was principal of a country high school (Katanning) in 1998. Following this I was president of the South Perth club in 2002/3 and am now one of 6 Assistant Governors in D9470. I have served as a director in Youth, Club Service, International and Membership. I continue to be surprised by what Rotary offers in opportunities to serve the community and the world; and in its proud record of achievement since its foundation 100 years ago.

Accommodation & Diet

I have no special needs in diet or accommodation, except that I am allergic to cats.

Vocational Experience in Tennessee

In the vocational area I would like to visit several schools, ranging from low to high socio-economic areas. Here, my interest mostly lies in what I call ‘local innovation and school improvement’. Other matters of interest include the ‘bottom line’ of educational provision across poor and rich schools; standards and national testing schemes; and teacher development programs.
